WITHDRAW from the Kyoto Protocol
Historical evidence note — Australia did not withdraw from the Kyoto Protocol. In 2016, the Turnbull government accepted the Doha Amendment and ratified the Paris Agreement. This is a documented difference between the 2012 IPA proposal and subsequent Coalition action. This does not by itself establish IPA influence.
